Federal Trade Commission examines net neutrality
Move welcomed by consumer groups

“We certainly look forward to the analysis of an agency that exists to protect competition of the broadband market in which 98 percent of customers receive their service from either the telephone company or the cable company, if they have that choice at all,” Public Knowledge President Gigi Sohn said in an email. “There are no market forces at work here, much as Chairman Majoras wishes there to be.”

The FTC will host a conference, from 6 to 8 November, focusing on protecting consumers in an era of converging technologies, Majoras also announced. The conference, named “Protecting Consumers in the Next Tech-Ade”, will focus on emerging trends, applications, products, services and tech issues in the next decade, she said.

Chris Says He Wasn’t Abducted

Cartoon characters are party animals, and they attract the best kind of party goers. Memories of characters that filled up our lives lasted the entire conversation. And, as usual, the Link Leak virus hit again. The Link Leak Virus is a special strain of the indie virus with blogtipping mutations that occur in threes. We didn’t seem to mind though.

Chris was back from his alien abduction, but he was acting a little strangely. I can’t say exactly how because my DSL went. That meant I had to play via dial-up, so my perceptions were markedly slow.

Welcome to all of the new folks who came. It was great fun having you!

Adventures Don’t Happen Sitting

Lizzie finished her hot chocolate and talked a moment to her server. Apparently the owner was a Jerk. Lizzie wanted to help the poor girl so she gave her Ten Things You Need to Know Before you Hire an Attorney and Starting Your Own Business? Keep these things in Mind!

“Everyone’s so nice and speaking English,” Lizzie thought. Then she scanned the lists on the table. On her left she saw Pan Pacs 2006 – What to Watch For, European Honeymoon List Fun, 20 Ways to Improve Your Training for Rowers (and other Athletes), Ingredients in Chinese Five Spice, and Five Things to Do in Stockholm When it Rains. On her right was Things I learned in Honduras, 20 Drought Tolerant Australian Native Plants, A few handy EPL team facts, and 5 things to do when in Cebu.

Right-brained, creative Lizzie did the math. “Oh my,” she thought, “Only 7% of Americans have passports. “We really need to stop our national journey to be in front of the TV,” our fictional deep thinker mused as she reviewed Five Searches That Have Brought People to Couch Culture. “Just that I’m in France and not in a noisy tourist group has probably led them to decide that I’m Australian or Canadian. I think number 11 of 10 Easy Ways To Save Money In Restaurants is to leave as soon as you’re done.”

And that’s exactly what she did.

Along Came Rita . . . and Doris

In the fresh air and out on the sidewalk, Lizzie headed for Notre Dame Cathedral.

Unfortunately, she ended up in a that stereotypical, noisy group of American tourists and couldn’t quite seem to lose a lady named Rita. Rita was an incredibly thin, well-meaning real-estate seller — the kind that makes most realtors cringe or claim to be lawyers, ex-cons, or major felons . . . Worse than Rita was her friend, Doris, a burly pitbull sort of woman who was an American TV fiend.

FTC Chairman Addresses Issue of “Net Neutrality”

Federal Trade Commission Chairman Deborah Platt Majoras today told a meeting of the Progress & Freedom Foundation that she has formed an Internet Access Task Force to examine issues being raised by converging technologies and regulatory developments, and to educate and inform the enforcement, advocacy and education initiatives of the Commission. “I also have asked the Internet Access Task Force to address what is likely the most hotly debated issue in communications, so-called ‘network neutrality,’” she said.

“The FTC’s Internet Access Task Force is looking carefully at the issues raised by calls for network neutrality laws. . . . I urge caution in proceeding on the issue. I . . . question the starting assumption that government regulation, rather than the market itself under existing laws, will provide the best solution to a problem,” Majoras said.

Majoras said there are points that should be considered before enactment of legislation to regulate the Internet, since regulation will have impact “for years to come.”

“While I am sounding cautionary notes about new legislation, let me make clear that if broadband providers engage in anticompetitive conduct, we will not hesitate to act using our existing authority. But I have to say, thus far, proponents of net neutrality regulation have not come to us to explain where the market is failing or what anticompetitive conduct we should challenge; we are open to hearing from them,” she said.

Majoras also said the FTC will host a conference with “an array of experts from around the world to inform us about what they see as emerging trends, applications, products, services, and issues over the next ten years.” A preliminary agenda for the hearings, named “Protecting Consumers in the Next Tech-Ade,”is being released today.
